Managers get trained. Is it relevant and is it sufficient? 

Managers are sometimes promoted overnight. Sometimes to address an emergency, some other times to sideline someone else. 

Only in few very cases the managers get sufficient grooming to perform the role. The organizations spend lot of money for management training. But these are generic training like project management, some times about standard management theories. Some even carry out marketing and strategy training like acquisitions and mergers. These are not totally relevant. They do not sufficiently help.
